LocalGovDrupal警报横幅模块，添加全局警报横幅块和实体。
警报顺序
在顺序方面，应该是显著死亡 -> 重要 -> 小型 -> 公告，然后按日期更新顺序。
安排警报横幅
安排警报横幅的发布和取消发布是通过使用Scheduled Transitions模块来完成的。默认情况下，没有启用安排。要启用它，只需启用Scheduled Transitions模块即可。
